Dr. Heba Shahein gave a presentation, at the first meeting of the Board of Trustees of the ERRADA, on Monday, 14 September 2020, Chaired by HE. Minister Dr. Hala Al-Saeed, Minister of Planning and Economic Development (under the authority of the Prime Minister). Dr. Shahein emphasized that the main goal of the ERRADA initiative is to achieve compliance with the general legislative framework in Egypt and with Egypt Vision 2030 (2nd Edition); sustainable development goals and the Egyptian economic reform program.

She stressed the need to follow up on “the positive impact” of laws and decisions and any new legislation related to the business climate. Dr. Shahein shared the methodology that will be used to assess the impact of legislation in two folds: (A) Building a Regulatory Impact Assessment (RIA) system; (B) studying, analyzing, and calculating the STANDARD Cost Model and benefit of various organizational alternatives. The goal is to support the decision-makers in organizing the practice of economic activities and reforming the procedural system to improve the business and investment climate. She also confirmed that the action plan of the ERRADA consists of seven axes: (1) Identifying a limited number of legislations governing priority sectors that would support the country’s national agenda for economic and structural and studying the positive impact of such legislations. (2) updating and facilitating good administrative procedures, (3) simplifications of laws and regulations; (4) developing And activating the electronic platform; (5) completing the project on “standardizing the drafting of secondary legislation with the OECD”, (6) developing international cooperation (7) preparing periodical performance reports.
